It would be a lot simpler and more effective for the government to 
fund AusCert <http://www.auscert.org.au/>. I doubt business would 
have a lot of confidence in the Attorney General's department, where 
GovCert is located <http://www.ag.gov.au/govcert>, giving independent 
and competent advice on computer security issues. Come to think of 
it, if I was a government agency, I would not have a lot of 
confidence in GovCert either. I would want to have a subscription to AusCert.
