I don't know why there's confusion. The idea of calling the people an  
organisations serves "customers" (so that the staff supposedly start  
thinking customers = service = a customer service-oriented approach)  
is hardly new. In the case of Centrelink it's been in operation for  
years and years.

Whether this strategy actually works or not is arguable, sure. But  
after this length of time there shouldn't be any "confusion" about it.  
"Customer" is as good a word as any.
