[LINK] Telecommunications matters

A colleague has asked the following questions, about which I am
clueless.

> 1. Does anyone have any experience of (or had formal discussions

I assume that 1 and 2 may be catered for in the Universal Service
Obligations - or would it be carrier-specific?

Re #3, I know that Telstra, who provide the 000 service, have concerns
that forwarding 000 calls may tie up one or more of the limited number
of 000 lines. Whether that's true or not I couldn't guess.

Any assistance from the Link Institute would be greatly appreciated.
