I can't see any reason for being bumped.
It's on the spring sittings agenda
http://www.pmc.gov.au/parliamentary/docs/proposed_legislation.pdf
and was part of the budget measures announced

The Government will provide $4.7 million over four years to allow the
registration of all Australian telephone and fax numbers on the Do Not
Call Register. This will allow all organisations including businesses
(particularly small business) and emergency service organisations to
access the protections provided by the register.
The costs of this measure will be partially recovered by the Australian
Communications and Media Authority from the telemarketing and fax
marketing industries to a total of $3.5 million over four years.
