Good work has been done, and is being done, in various areas of DBCDE.

Yes, the censorship initiative is a very black mark, but it's been 
very much driven by the Minister and his advisors, i.e. the Dept has 
no choice.

I'm very much inclined to see the use of Google as a specific blunder 
by people who put the site together, rather than as indicating 
mal-intent by the Dept, the Minister or his advisors.
