Understatement, and then some.
I'm considering printing the whole thing out and wading into it with a
highlighter to see if I can find what I'm hoping is in there ...

I fear the whole thing may be mired under too many 'objectives',
beholden to too many agencies' interests.

And then some.
Unfortunately, all too often bureaucracy looses good opportunities in
the wilderness of it's own competing agendas. It looks to me as though
the Taskforce is a collective of semi-autonomous groups, all working
diligently on a piece of the 'problem', rather than a coordinated group
addressing clear objectives in a structured way.
