This is already being provided
wirelessly rather
than on cable. I'm ambivalent as to
whether it is
subscription (pay).
With regard to the US PBS and German DWTV -
SBS is broadcasting some of their stuff.
Channel 31 also broadcasts their stuff
and it seems
they are finally going digital:
