That's true - Ministers of Communication are captives of their Department's
lust for control (potentially prohibited content). However, Conroy deserves
personal attention for his attempts to smear critics as pro-child abuse.
In 1999, Labor had the guts and the brains to oppose this nonsense. I recall
stirring speeches by Labor MPs which resonate as well today.
I think the best measure to ensure accountability is to make sure that every
entry on the blacklist needs approval by a Parliamentary vote. See
