[LINK] Green light for internet filter plans

I assume this means all ISPs will have to implement some kind of web  
proxy.  Now I haven't seen the details but I wonder if logs are  
mandatory too.  Are they going to keep a log of attempts to hit bad  
URLs?  All URLs?  Keep a list of everyone's web activity?  Give it to  
an authority?
