When the ISP detects communication with a botnet, the user is redirected
to a cleanup page.  If this doesn't work, they are directed to a call
centre.

I be quite happy with any botnet pc being blocked from anything but a
cleanup site until fixed.  Would it improve security or just be yet
another reason to hate the government?

How would ISPs feel about such a scheme?

Maybe Microsoft could foot the bill?
