It's an interesting read.

I notice they don't detail any of their methods of circumvention.  The  
other thing I found interesting was that in the tests for additional  
material they found 3% or so overblocking.  I was wondering what 3% of  
all web pages is.   A quick and lazy google leads to an answer of  
about 30 Billion.  Let's see 3% of say 30 Billion web pages is around  
900 Million web pages blocked unnecessarily.

I have found in Europe a number of ISPs have put in DPI systems and  
are using them to throttle things they don't like.  There are a lot of  
VPN services springing up as well.  It seems to me that some of the  
pressure to install DPI comes from courts and governments.  I wonder  
if this whole scheme is not just about censorship as such but about  
general monitoring and control.
