I know I've said this before - to the shock of all technical people.
But the only way I know of filtering in a manageable way is via a root
server.

Still waiting for someone else to come to the same conclusion.

Hint - segmentation in 64 MB chunks.
A-M all mirrored.
Authoritative override on DNS.

AND - almost no latency or degradation would result.

Just my uninformed 2 cents worth.
