This is already successfully being done by the ANZ Bank in parts of Asia
(eg: Cambodia)

MOBILE phone technology could soon bring 'branchless banking' to millions of
the world's poorest people.
The UK Government has announced a system to allow those who cannot use
traditional banks, either because they are too poor or the nearest branch is
too far away, to have a remote account that can be managed through their
mobile phone using text messages.
They would then be able to save, gain access to credit and receive money
sent from family members in other countries. Fingerprint-recognition
technology would be used to make transactions secure.
The UK's Department for International Development launched the #1.4m project
at a meeting of banking and mobile phone experts in London.
