Can't be bothered to read up on that, but doesn't current technology
suffice?  I am usually within range of 2-4 towers and incoming calls usually
(I'm with 3) reach me without MoLI. Therefore a cell broadcast should also
find me.  Yes?

Is there a technology to dial all landlines within a defined radius, e.g.
Kinglake and play a message?

Is there a risk of dialling vulnerable people (housebound elderly, for
instance) who may do something that lands them in danger?

How long does it take to reach "all" people in the desired radius?
