There seem to be some fundamental principles emerging from this
discussion:

* The lowest-tech warning/communication system stands the best chance of
reaching the greatest number of people;

* No single system will reach everyone (sirens aren't any help to the
deaf); and

* The more modes that are available and used, the better.

Is that too simplistic?
