People drive around in the smoke of an impending disaster listening to
pop music for crissakes!

Somewhere between 10% and 20% of drivers in this country (it varies
widely by State) don't wear seatbelts when they drive. Even more of them
don't wear seatbelts as passengers. Some huge proportion smoke. Most of
us are overweight. By all accounts about 20% of home owners have not
insured their houses at all. The remote chance of a fire will move
*noone* to change *a single damn thing*, let alone do something that
costs money.

Ergo, solutions have to be solutions that still work, at least
statistically, when people have done no preparation and do not have any
particular equipment.

IMHO, when it comes to natural disasters, all you can do for people is
make sure you've done your best to educate them about how to make
themselves as safe as possible; then let Darwin sort them out.
