I got the impression that the smartphone had largely replaced the 
Senator's laptop. They are out of the office much of the day and so 
the laptop is only turned on when needed.

For laptops a policy of turning them off when not in use is easy to 
enforce. In a secure environment  the "clean desk" policy can be 
applied: any laptop left unattended will be impounded by the security 
staff. In a non-security minded organisation any laptop left 
unattended is likely to be stolen and so not use power. ;-)

ps: I will be teaching the ANU students this semester how to design 
web pages for smartphones to run the country, stop climate 
change  and deal with bushfires, in the course COMP2410/6340 - 
Networked Information Systems:

ANU's new Learning Management System, which should work on a mobile phone.
