I nominate this site:

as one that does not suck.
While the URLs don't convey the purpose of the page, at least they
are short and I assume reasonably stable.
Links which are within body text are underlined and some headings are
clickable. Visited links are of a different colour, which is
essential, I think. So many "cool" sites don't have this and so are
much harder to navigate.
In my experience the pages always print out nicely.
The search function works nicely.
The pages seem to work well down to browser windows of about 600
pixels wide.
The clickable maps are clear and work as expected.
There is no breadcrumbs navigational stuff, but the navigation bar on
the left does a good job of reminding me which part of the site I am
looking at.
I am not sure how well it would work for blind and sight-impaired
users, especially with the rather poor contrast in the text and
background on the navigation bar.
Each page has its own meaningful title, so bookmarking the page
automatically generates a meaningful bookmark title. It sucks when a
database generated site has the same title for every page.
Overall, I find it a very useful site, on a subject I really like -
and I think the overall layout is attractive without being overly
"cool" or complex.
