Perhaps "continuous disclosure" should be adopted for government. The 
Public Service Commission and Auditor could monitor compliance and 
the Ombudsman taking complaints about agencies which failed to reveal 
information relevant to the business of government in a timely 
manner. This should lower the cost of government administration; with 
the Internet and the web it is easier to publish information than 
keep it secret.

Once the information is public there is then no need to expend 
resources on protecting it. A practical corollorary of this is that 
the most useful internal information source for a government 
organisation should be its public web site. There should be no need 
for the agency staff to look up a manual on the internal web as that 
manual should be, in most cases, public.
