Sorry - you accept there are genuine differences between the sectors but will only encourage one common system?? As somebody once noted, a good compromise is when both sides feel equally unhappy with the outcome :-)
Bear in mind too that there is additional variation, between summative and formative portfolios use in both/all sectors, and again a single common system is unlikely to solve that.
The 'portfolio' concept is becoming overloaded like so many other once-good ICT terms....
Standards are good (crucial!), but you shouldn't stretch some standards beyond where they're meant to go. Allowing interoperability where appropriate though of course is good, and that is what we should be encouraging.
