The COAG agreed to a straightforward reduction in the low hanging
fruit summarised in the influential McKinsey report:

   McKinsey & Company
   An Australian cost curve for greenhouse gas reduction
   McKinsey Pacific Rim Inc, Sydney, 2008.

See particularly Exhibit 3 (showing that building improvements
are the most efficient form of CO2 reduction) and Exhibit 4
(showing the costs of air handling).

Stand-by power and so on is low hanging, but still only half of
the return of improving air handling, transport and buildings.

The report is well worth a read.  If you care to read between
the lines you'll see some heavy criticism of the government's
currently proposed CPRS targets and pricing.
