My first reaction was that it seems too cheap for a commercially built site.
Could the same data be shared without a website? Yes, say with a handful of
URL shorteners that allow labels, but most people who want to get such
information will like the convenience?

Is it a waste of money?  Not by the standards of public spending.  A good
result, IMO.
