Well, yes and no.  The report Tom cites was certainly written with knowledge of what is happening in higher ed and references key activities eg 'edu-person' in the access and authorisation area.  

The report also contains the following recommendation:

<<The business activity will also seek FLAG and AICTEC support to advocate the establishment of a cross sectoral working/reference group that focuses on issues such as policy, professional learning, standards and advocacy at national level to support a standards-based approach to e-portfolios across the sectors>>.

The acronyms stand for national VET (FLAG - Flexible Learning Advisory Group) and cross sectoral (AICTEC - Australian ICT in Education Committee) policy committees advising Governments on this stuff.
