actually, government and legislation ARE essential - without them, if
any service like the snaptell one you mention ever became a significant
factor in the marketplace, it would be astro-turfed into irrelevance.

the problem with "crowd-sourcing" is that it's easily subverted by
those with deep enough pockets or by skilled memetic engineers (i.e.
propagandists/rabble-rousers) or both.

PS: and the astro-turfing could be done very efficiently and at a very
competitive price by one or more of the botnet operators, giving them
another source of income (and motivation) than spamming and spyware.
