The page has some easily fixed problems, but is not as bad as some I have seen.
The page gives a very long URL, which makes me think each page is
custom built for each user, which is a very bad idea for an emergency
page:

A quick TAW test shows the page fails the most basic level of
accessibility test (Level A) <http://www.tawdis.net/taw3/online>. But
most of the images have null ALT tags to indicate to an accessible
browsers that they are not needed.
I tried the page using Opera in small screen mode with no images, to
emulate a mobile device accessible device. The page worked reasonably
well on the second attempt (got "Could not connect to remote server"
the first time).
The W3C mobileOK Checker <http://validator.w3.org/mobile/> reported
Page Size as: Total: 182KB, HTML: 22KB, stylesheets: 7KB, images:
153KB. Clearly there are far too many and too large images on this
web page. A few minutes work would be needed to reduce the page size by 75%.
