I agree this was obfuscated by Conroy on Q&A.
The list is installed in the NetNanny style client programs that we
available for free download until last year as part of the Howard
government's filtering program.
Additionally, any sites hosted in Australia are issued with a take
down notice from ACMA to the web host, so these sites are removed.
All international sites on the list are unblocked at present if you
have not installed additional blocking clients.
I must say the Q&A performance was frustrating. The idea that if you
oppose censorship you are irresponsible, and would allow child p to
run unchecked is pretty misleading. I don't know any anti-censorship
advocates who want laws changed to allow child p or any other RC
material that it is illegal to possess, but they do believe censorship
is the wrong approach, is costly, inefficient, over-blocks and
under-blocks and is a risk to free speech by implementing the tools to
assist a government that wanted to stifle it.
