No. Other universities have been providing lectures publicly online 
for years (my web design and e-commerce ones for example).

Also few scrappy notes and some unedited media files are not a 
substitute for a properly designed online course. For some courses 
video is the last thing you want; text based forums are more useful.

That said, the UNSW has a valuable asset in this lecturer. They 
should edit the video and prepare a really good training package.

ps: Universities are not the only ones doing education. My course 
notes for the postgraduate ACS Green ICT Course are at 
<http://tomw.net.au/moodle/course/view.php?id=11>. Schools are 
welcome to use this for teaching sustainability.
