Without commenting on the benefits or otherwise of this particular 
initiative, it's not the same as an electronic Health record. The eMR 
scheme aims to improve the performance of the NSW hospital system, not 
the health of an individual.

In fact it could actually work against a national electronic Health 
record - NSW might decide it's spent enough money on this eMR to have 
any left modifying it to meet national standards and integrating it into 
an eHR system.
