Roger,

Perhaps the plus side of the cloud is
the redundancy of systems and the
opportunity for verification of information
  (in the vein of 10 point ID). Though
ofcourse the downside is that if the
information is from a single
source/feed, then it perpetuates or
accentuates the error. So, perhaps this
is a paradigm shift.

As far as outages go, perhaps you
would like to consider the impact
of the outages at Stock Exchanges
as a case study.  see:

It is also worth reading Methodology for
evaluating the socio-economic impact of
interoperable  EHR and ePrescribing
systems, as it provides a useful overview
of several investment frameworks. It also
discusses privacy (presumeably in the
EU context) and risks associated with
the Electronic Health Records.
