No, no - whenever a user can't find something on a website, it is the
website that has failed, not the user.
If the failure rate is 1 in a 1000 then the designer shouldn't worry.
The threshold tolerance is what the designer has to figure out (as well
as 'how to tell people have failed')
Whether it is worth the cost of fixing it has to be determined (or
whether it is even possible to fix it for all the people, all the time)
But the designer must never cop out of the fact that they have failed
the visitor.
