I hope you're not suggesting that nobody should feel safe catching the 
bus to ...
- call on an extramarital lover
- attend a job interview at another employer
- get to a womens refuge
- visit an abortion clinic ...
or engage in any number of other reasonable activities where one would 
expect to be able to get around un-watched. 

Being in public does not mean foresaking one's right to be let alone.
