I can't see that the download speeds of the NBN can work without tiers
of pricing, at the least, domestic and international.  Otherwise, you
might download your monthly allowance in a minute or two!  That would
encourage big overseas content providers - like Google, Youtube,
Microsoft, etc to use local servers.  A bit of arm-twisting might help,
too (maybe, rate limiting international content?)
