Googling for "windows macromedia flash cookies" finds a heap of
plausible looking candidate answers. I don't use windows, so can't
really help much more.

If you can do that effectively in windows, yes. After emptying it, of
course. But be very sure it is the correct directory first (or take a
backup) as I imagine it would be possible to break Flash completely if
you delete/empty the wrong directory.
