[The NYT had its own leaks on these a coupla months back. No sexy
cables printed. The subject of the leaks was: The CIA was having
trouble getting members of the puppet government to take their bribes.
I have such sympathy for the poor dispirited 'merican officials.
Annexation is such a thankless task]
