The takedown of the Wikileaks.org (the original domain?) is a worry.
No due process was used. Just unilateral action on the part of a
very worried/paranoid government.

Anywho, the Wikileaks.ch IP addr is 213.251.145.96

http://www.ipligence.com/geolocation
then tells me that domain is located in Roubaix in the north of France.

This info must be taken with a grain of salt or two. First off,
when determining where a document lives on the 'net, you must check
that the URL does not issue a redirect. In this case, it does not.

Secondly, the geolocation information is not all that accurate. For
example, my own IP is listed as being Sydney, which is about 800 KM
to the south of where I am located.

It has long been known that birds will occasionally build nests in the
manes of horses. The only known solution to this problem is to sprinkle
baker's yeast in the mane, for, as we all know, yeast is yeast and nest
is nest, and never the mane shall tweet.
