I'd take that figure with a very big grain of salt.

There may be, globally, a large number of people who don Guy Fawkes masks and protest Scientology every now and then -- protest as a social occasion. But even if that number were true, which I highly doubt, there's be far fewer who are involved beyond the casual protests, an fewer still who'd get into the whole cyber attack thing.

I saw in passing a story at an infosec site which put the size of the botnet in these attacks at 30,000 zombie computers.  That's not particularly large, and could easily be assembled by a handful of people.
