Ability to access the APH website will depend entirely upon the volume of the attacking data flow at the time. The site is provisioned to a certain capacity of bandwidth and server load, and when that's full further access is not possible.
I suspect that "Do it work for you?" is just sampling the load level at a particular time. Not very useful as attackers open fire or drop out as the kiddies claiming to be Anonymous do their thing.
