it's the bit in the ip protocol header that naughty programs are
supposed to set, so that anyone who doesn't want bad packets from
naughty programs can filter them easily.

it's an internet version of the way people who lie always preface
their lies by saying "I am a liar", to make it easy to figure out
who's telling the truth or not.
