Looking at the issue in a light of my choosing: I doubt that it can be
done in a manner that would give me any confidence. Attempting to do it
would likely entail monitoring and interference on a scale that I could
not accept. To me, the concept sounds like a proposal to strap
mattresses to motor vehicles and limit them to 5 km/h, so children can
play safely on highways.
So:
- (A) There isn't a need for it. Our resources would be better employed
elsewhere.
- (B) I guess we define practicality differently.
On a related note: some friends questioned the motives behind the
filter. Developing one of the points raised led to an amusing outcome:

Which I reckon is the nub of the problem. I've yet to find anyone with
even a modicum of knowledge who has any faith at all in those who make
such proposals.
