Unfortunately, the banks snowed the reporter, so she took the easy 
way out and wrote just another 'good news but ...' story, rather than 
the expos'e it might have been.

I'm awaiting answers from the relevant executive at ASIC, and am 
trying to nail down the relevant execs and email-addresses at Visa 
and MasterCard.  (Their web-sites avoid disclosing them).  Any leads 
appreciated.

The questions are:

-   what consultations have taken place with what consumer reps
     and advocates?

-   what documents are publicly available (or even available on a
     limited-distribution basis) that present the risk assessment
     from the consumer's perspective, and explain the risk management
     measures - at a sufficient level of detail to enable evaluation

This is looking like a trainsmash;  but until there are enough facts 
on the table it would be hasty to make that judgement.
