Agreed: Rogers is one of the least-favourite telcos in Canada, so it doesn't surprise me that this happened. Forcing an update to solve a problem is one thing, but forcing an update to implement more-restrictive practices is another.
AFAIK, this has not happened in the Apple eco-system, though Apple have made it more difficult to revert to earlier OS'es (not impossible, just difficult).
