I wonder if this is the same "understands" that she said about the 
asylum seeker concerns. That was a diversionary tactic that allows 
the hearer to fill in the blank about what it means. Don't be 
complacent. It says nothing. Heck, I understand that the yard needs 
mowing. Doesn't mean I'm going out there to cut it in the rain.
