Ahhhh ...
An IBM project manager. That explains a lot.
As a rule IBM projects always come in way over budget, way over time,
and way under featured (when tested against their original bid specs)
... so it's natural he'd make such a mistake.
That said, the NBN is still in the early stages and I'd be surprised
if there weren't some cost blowouts (for remote area connections for
example) along the way. I'd also expect (as Quigley commented) that
they'll get better and cheaper at the high population density
installations as they go along ... and this will average out against
the cost blow outs for the more difficult connections.
