CENTRELINK'S data centre future will determine if it becomes the
country's first "super agency", processing data on behalf of other
agencies such as the tax office.

According to Human Services ICT infrastructure deputy secretary John
Wadeson, Centrelink only took up 150sq m of space as part of its
contract with Canberra Data Centres.

Centrelink had approval to procure up to 1000sq m in data centre
space. Any extra capacity would be in line with the government's plan
to streamline service delivery, with one large agency doing the
"heavy lifting" on behalf of other agencies.

[The Gershon Report can be used as a basis to do prettymuch anything.
[Here it's being used as an excuse for the operator of one massive
data-mine to provide services to lots of other smaller data-mines.

[There are several layers of service:
- space suitable for hosts and network connections
- hosts and network connections
- platform, incl. systems software
- applications software and data

[Foo's report specifically refers to Centrelink providing services at
the highest level ("processing data on behalf of other agencies ...").

[Hence my interpretation in the Subject-header that Wadeson is making
a play to be Big Brother's CIO.
