Social behaviours are not always thwarted by the imposition of laws.

I am not scared by these things, but I am concerned. For anyone to suggest what 'the real issue is' only convinces me that it is not, or that it demands deeper examination.

I would hope that any policy formulation was developed for the entire community, and with support from the whole community. It's unlikely to be so if such a disparaging view is expressed of one cohort.
