I believe Apple's "iTunes LP" format, released in September last year, is the format you might be imagining. While it's marketed as a way of adding DVD-like "special features" to downloadable movies and album artwork to music, it could well be used for a general multimedia publishing format.

Since I'm not really a developer, I haven't gone digging to see whether it's HTML5 or something else under the hood.
