As we are very much in the diplomatic domain here, I doubt 
it is a dud translation. It is intriguing to know what they 
are getting at and what is left given the other areas 
identified and their grouping:

I tried Google Translations - into and back from both 
Simplified and Traditional Chinese and got superstitious.
