The Department of Finance and Deregulation has issued a Request for
Tender for mobile phones, smartphones, wireless broadband modems and
services for all of the Australian Government. There is a 1.4 Mbyte
document available with the details:

This seems to have generated a lot of interest and there have been more
updates about the RFT in a few hours than normally in a few weeks.
