I can't say I'm overly interested in the quality of the web pages,
however you missed this little budget item from

Data centre strategy — whole‑of‑government procurement arrangements
The Government will provide $11.9 million over three years from 2010‑11
to implement a whole‑of‑government data centre strategy for the
procurement of data centre facilities and services. These arrangements
will be applied to all agencies subject to the Financial Management and
Accountability Act 1997 and will be made available to Commonwealth
Authorities and Companies Act 1997 bodies and other Australian
jurisdictions.
The cost of this measure will be met from the ICT Business As Usual
Reinvestment Fund, established as part of the Review of the Australian
Government's Use of Information and Communication Technology. Ongoing
administration costs from 2013‑14 will be met by participating agencies.
The whole‑of‑government procurement efficiencies from the data centre
strategy are estimated to be around $1.0 billion over the next 10 to 15
years.

It's great when a plan comes together.
