Nice, thanks.  I notice that the example they gave when asked how the proposed IP header logs might help an investigation does not actually relate in any way to the proposed IP header logs.  What they would need, and would still need as well, in those cases is the IP to customer billing contact and time logs, which I assume ISPs already have and keep.  The header logs are only icing on the fishing cake (to mix metaphors).
